Shuffle (shuffle.com) is run by Natural Nine B.V., a Curaçao company, and the licence check on the Curaçao Gaming Authority, the regulator Shuffle names, could not be verified: its licence register of 2 October 2026 lists Natural Nine B.V. with licence OGL/2024/1337/0628, issued 24 December 2025 and with the status "Indefinite", while its certificate for shuffle.com says the licence was granted on 16/10/2024 and is "Active", both read on 4 October 2026. Clause 1.1 of the Shuffle Terms of Service names Natural Nine B.V., registration number 160998, as the owner and operator of Shuffle (read on 4 October 2026). Is Shuffle legit? What we found
Shuffle is run by Natural Nine B.V., company number 160998, and the Curaçao Gaming Authority, the regulator Shuffle names, lists that company with licence OGL/2024/1337/0628 in its register of 2 October 2026 (status "Indefinite") and in its certificate for shuffle.com (status "Active"), so the licence check could not be verified, as read on 4 October 2026. These are the findings behind the ten checks on Shuffle; every Shuffle page linked here was read live on 4 October 2026.
- Licence on the regulator's register, could not be verified: row 491 of the Curaçao Gaming Authority (CGA) register of 2 October 2026 gives "24-Dec-25" as the issue date, "N/A" as the expiry and "Indefinite" as the status, while the CGA certificate for shuffle.com says the licence "was granted on 16/10/2024 and its current status is Active" (read 4 October 2026).
- Operator company named, passed: clause 1.1 of the Shuffle Terms of Service names Natural Nine B.V., the company that runs Shuffle, at Korporaalweg 10, Willemstad, Curaçao, with number 160998; the CGA register gives the name and number (read 4 October 2026).

The register of 2 October 2026 says "Indefinite"; the certificate for shuffle.com says "Active", with a different date.
Is Shuffle licensed?

The two Curaçao Gaming Authority (CGA) documents give different dates for this Curaçao licence. The Certificate of Operation, the CGA's page that names a licensed site, says the licence "was granted on 16/10/2024". Row 491 of the register gives "24-Dec-25" under "Issued".
Natural Nine B.V. is not in the register's block of licences revoked at the operator's request, nor in the CGA's enforcement register of 14 September 2026. Both files were read in full on 4 October 2026 and searched for the company name, its number 160998 and the licence number.

Shuffle's licence number is OGL/2024/1337/0628, as given in clause 1.1 of Shuffle's Terms of Service and on the certificate for shuffle.com from the Curaçao Gaming Authority, the regulator Shuffle names, both read on 4 October 2026.
The number 160998 is not a licence number. Clause 1.1 of the terms gives it as the number of Natural Nine B.V., the company that runs Shuffle, in "the Commercial Register of the Chamber of Commerce and Industry in Curaçao".
Is Shuffle on the Curaçao Gaming Authority register?
Natural Nine B.V., the company that runs Shuffle, is on the online gaming licence register of 2 October 2026 of the Curaçao Gaming Authority (CGA), the regulator Shuffle names, in row 491 on page 13, with licence OGL/2024/1337/0628, company number 160998, issue date 24 December 2025, "N/A" under "Expires" and the status "Indefinite".

Shuffle's licence covers the shuffle.com domain by the Certificate of Operation of the Curaçao Gaming Authority (CGA), the regulator Shuffle names, read on 4 October 2026, which certifies "that shuffle.com is operated by Natural Nine B.V." under licence OGL/2024/1337/0628.

Is Shuffle regulated by the Curaçao Gaming Authority or the Curaçao Gaming Control Board?
The regulator Shuffle names is one body with two names: the Curaçao Gaming Authority's own Online Gaming page says that with the National Ordinance on Games of Chance (LOK), Curaçao's gaming law, the Gaming Control Board "will be referred to as" the Curaçao Gaming Authority, and Shuffle's pages use both names, as read on 4 October 2026.
The LOK applies to Shuffle because the Curaçao Gaming Authority's certificate for shuffle.com says licence OGL/2024/1337/0628 was issued "in accordance with" it. The Online Gaming page says the LOK came into effect on 24 December 2024. Article 15.2(2) of the LOK designates the Stichting Gaming Control Board, the foundation set up in 1999, under its existing name, as the Curaçao Gaming Authority.
Clause 1.1 of Shuffle's Terms of Service (Version 2.0) says "Curaçao Gaming Authority". Shuffle's licence page and home page say "Curaçao Gaming Control Board", each with the same Curaçao licence number. The home page names Natural Nine B.V. as the company that operates Shuffle.
When does Shuffle's Curaçao licence expire?
Shuffle's Curaçao licence has no expiry date in the register of 2 October 2026 of the Curaçao Gaming Authority (CGA), the regulator Shuffle names, which shows "N/A" under "Expires" and the status "Indefinite" for licence OGL/2024/1337/0628, listed for Natural Nine B.V., the company that runs Shuffle.
The CGA's certificate for shuffle.com says the licence was issued "in accordance with" the National Ordinance on Games of Chance (LOK), Curaçao's gaming law. Article 2.1(5) of the LOK says a gaming licence is granted for an indefinite period unless the law says otherwise. Article 2.4(1)(f) lets the CGA revoke a licence if the holder misuses player balances, and article 2.5(4) says a revocation is published in the register.
What does a Curaçao licence require Shuffle to do?
Shuffle's Curaçao licence, issued under the National Ordinance on Games of Chance (LOK), Curaçao's gaming law, according to the certificate for shuffle.com from the Curaçao Gaming Authority, the regulator Shuffle names, makes Natural Nine B.V., the company that runs Shuffle, answer player complaints in writing within four weeks (extendable once, in writing, by four weeks), offer players alternative dispute resolution (an outside body that settles disputes), exclude players who identify as having a gambling problem and ask in writing for at least twelve months (self-exclusion) and join a guarantee fund for player balances, by the text of the LOK read on 4 October 2026.
Other rules in the LOK, by article:
- Article 2.1(1) and (4): a licence can be granted to an N.V. or B.V. (the two Curaçao limited company forms) with its seat in Curaçao, run by at least one person resident in Curaçao, or by a Curaçao company that is itself run by such a person.
- Article 1.4: no credit to players, and no play by minors.
- Article 5.10: reports to the Curaçao Gaming Authority (CGA), including a complaints report, and an incident report within 24 hours.
On 23 January 2026 the CGA announced that the local staff and office rule of article 5.12 need not be met before 1 April 2027.
Does the Curaçao Gaming Authority handle complaints about Shuffle?
The Curaçao Gaming Authority (CGA), the regulator Shuffle names, says on its Online Gaming page that it does not handle individual complaints against gaming providers such as Shuffle and cannot mediate, arbitrate or order compensation, as read on 4 October 2026.
The same page says complaints can still go to the CGA's complaints email address, and that a complaint or "pattern of complaints" that suggests a breach of the law may lead to action against the operator.
Clause 18.2 of Shuffle's Terms of Service says an unhappy player "may refer the matter to the Curaçao Gaming Authority". Clause 18 (Version 2.0, read in full on 4 October 2026) names no alternative dispute resolution (ADR) body, an outside body that settles disputes; the words searched were "ADR", "alternative dispute", "mediation", "arbitration", "ombudsman" and "dispute resolution".
Is Shuffle on any regulator warning list?
Shuffle's domain, shuffle.com, is on the list of gambling sites subject to blocking published by Italy's customs and monopolies agency (ADM), in the version updated on 23 September 2026 and valid from 9 October 2026, and Shuffle was not found on the Curaçao, Malta or Dutch lists checked on 4 October 2026.
On the ADM (Agenzia delle Dogane e dei Monopoli) list, the Elenco dei siti soggetti ad inibizione, line 4091 reads "shuffle.com". The ADM page, read on 4 October 2026, gives no reason for each entry. The certificate for shuffle.com from the Curaçao Gaming Authority (CGA), the regulator Shuffle names, has 41 domain links under the heading "Active related domains", counted on 4 October 2026. None of the 41 is on the ADM list. Italy is not one of the 14 places that clause 8.3 of Shuffle's Terms of Service, read on 4 October 2026, names among its "Prohibited Jurisdictions", whose residents and people located there "are not permitted to access the Website or the Services".

Of the five lists, only the Italian ADM list names shuffle.com. Sources: CGA public warnings and enforcement register, Malta Gaming Authority unauthorised URLs, and sanction decisions of the Kansspelautoriteit, the Dutch gambling regulator. Each was searched for "Shuffle" and for "Natural Nine" (Natural Nine B.V. is the company that runs Shuffle). Not being on a list does not mean a casino is safe.

Clause 22.1 of the terms lets Natural Nine B.V. assign its rights "to another company within our group or in connection with a transfer of our business", without naming that group.
What is Natural Nine B.V., the company behind Shuffle?
Natural Nine B.V. is the Curaçao company that owns and runs Shuffle, incorporated in 2022 according to Shuffle's Privacy Policy and AML Policy (AML means anti-money laundering), with its registered office at Korporaalweg 10, Willemstad, by clause 1.1 of Shuffle's Terms of Service read on 4 October 2026. Curaçao's gaming law, the National Ordinance on Games of Chance (LOK), applies because the Curaçao Gaming Authority (CGA), the regulator Shuffle names, says on its certificate for shuffle.com that licence OGL/2024/1337/0628 was issued "in accordance with" it. Article 2.1(1) of the LOK (in Dutch) lets the CGA license a public or private limited company (in Dutch, an N.V. or a B.V.) set up under Curaçao law with its registered seat in Curaçao. Shuffle's home page lists "session time limits", and Shuffle's blog guide to its licence (21 June 2026) lists "cooling-off periods" (set breaks from play) and "reality checks" (a pop-up that shows time played). Sections 1 to 9 of the policy do not contain the words "deposit", "session", "reality check" or "cooling" as whole words ("session" appears only inside "possessions", in section 3); "cooldown" appears only in section 6, for the 24-hour wait after a self-exclusion request. How do you make a complaint to Shuffle?
A complaint to Shuffle goes to customer support by email at support@shuffle.com, under clause 18.1 of Shuffle's Terms of Service (read 4 October 2026), which refers to "Complaints Handling Procedures" that are not among the 12 policy documents listed under "Policy" at the top of that page. Clause 18 gives no number of days for a reply: the words "days", "hours" and "weeks" are not in it. Can you take Shuffle to court?
